Conflict of Interest Policies regarding paper submissions and paper reviews:

A General Chair or a conference/workshop TPC chair/co-chair cannot submit a paper to his/her conference/workshop as an author or co-author.

A TPC member can not review or assign reviews for his/her own paper or papers where he/she has a conflict of interest (current practice)

Any paper in a ComSoc conference/workshop, where a TPC member or organizing committee member is an author, needs approval by the conference/workshop TPC chair, who will make sure that the paper received at least 3 independent reviews and was not given ANY unfair advantages.

Organizing Committee members are discouraged from submitting papers to their own conference/workshops.  In any case, Organizing Committee members may not submit more than 2 papers to any single part (e.g. symposia) in his/her own conference/workshop.

This policy should be documented on the conference/workshop web page to avoid confusion.

This policy applies to all ComSoc majority financially sponsored (>= 51%) conferences and is recommended practice for all other conferences co-sponsored technically or financially by ComSoc.

This policy does not intend to capture all possibilities of conflict of interest - exceptions to be handled by governing IEEE policy
