Panel Session I
Panel I: DSA:ف An Incipient Revolution or A Technology Fad? Currently, significant amount of research efforts in government agencies, industry and academia are focused on the topic of dynamic spectrum access (DSA) and cognitive radio. Despite the research advances and demonstration of early prototypes, the future remains muddled, as there is a lack of clear signs of imminent commercial deployment. This begs a bitter question: Is DSA (and cognitive radio) still an incipient transformation gathering storm or dying evolution losing steam under the weight of incumbency?
A panel composed of experts from government; academia and industry will present their view on Dynamic Spectrum Access and its future. In particular, we seek to answer the following questions:
- What is DSA? Is the current definition too narrow or too broad?
- What are the most important technologies that the introduction of DSA will produce?
- Do we see a clear evolutionary path for various forms of DSA? What will happen in next 5-years in terms of technology and policy?
- Whether DSA is a fad or not, what causes such result? What is necessary for a favorable outcome?
- An important component and outcome of DSA is that radios are getting smarter. What are the business models for networks with smart radios and cognitive capabilities?
- What is not captured by the term DSA that will be useful to incorporate the concept into future large-scale networking?

Panel II: Broadband Task Force, and its Implications for Dynamic Spectrum Access This report is due to be released just prior to IEEE DYSPAN, so IEEE DYSPAN will offer a unique opportunity to obtain insider perspectives from both the FCC and industry participants. The Broadband Task Force report is anticipated to include a significant role for wireless systems as integral elements in the national broadband strategy. Access to spectrum is thus central to this plan, and Dynamic Spectrum Access is key to deploying additional spectrum applications within this fixed and highly contended resource. This panel will offer an opportunity to explore the implications of this initiative from both wireless, spectrum policy, and spectrum technology perspective.

Panel Session II Cognitive Radio:فTo Regulate or Not To Regulate? Cognitive radio is the enabling technology for dynamic spectrum access, and it has attracted extensive studies during the past decade from various perspectives. However, different communities may have different interest of focus on this new promising technology. Academic researchers wish to have more flexible definitions for cognitive radio to allow advanced and futuristic technology development. Spectrum regulators wish to define regulations and rules so that cognitive radio technologies/systems should stay with. As for the industries, various standardization bodies are defining the standard procedures for cognitive radio systems/devices to follow up.
In this panel discussion, we try to get various opinions on the following issues:
- How much do we need to regulate? And what are the essentials to be regulated?
- Which directions should cognitive radio research move forward?
- What are the essential components we need to standardize for cognitive radio systems?
- Suggestions for regulators, academia and engineers to effectively work together on this topic.
