“I was happy to be invited to join the IAB so that I could help enhance a certification program that meets the needs of the wireless industry. ... as employers work to identify qualified wireless professionals to take on challenging assignments, at least now there’s a credential that can help make that search less daunting.” About Francis O'Brien Fran O’Brien is the Technology Director of the Wireless Standards and Intellectual Property Department at Alcatel-Lucent. His department is responsible for the development of global standards, industry relations, global spectrum policy, and the development of wireless secure communications and fraud analysis algorithms. The Department is active in standards bodies throughout the world including the ITU, 3GPP, 3GPP2, TIA, ETSI, ATIS, IEEE, IETF, OMA, and CEPT. In addition, the department supports various Industry fora such as the CTIA, CDG, UMTS Forum, 3G Americas, IA450, GSMA, WiMAX Forum and the WWRF. Dr. O’Brien’s department was awarded the “2004 3G (third-generation) CDMA Industry Achievement Award for Network Technology Innovation”. He also serves on the OMA Board of Directors and the IEEE-SA Board of Governors. He was recently appointed to the IEEE Wireless Communications Engineering Technologies (WCET) Advisory Board. Dr. O'Brien has also served on the IPSphere Board for Lucent Technologies. Prior to becoming a Technical Director, Dr. O'Brien was a Technical Manager responsible for Government, Industry and International Affairs. Dr. O’Brien received both his Ph.D. and M.A. degrees in Physics from Boston University and his B.S. in Physics from Rensselaer Polytechnic Institute.
